Waste is no longer merely a cleanliness issue, but a development challenge that directly impacts public health, environmental quality, and the sustainability of urban areas across Indonesia. Every year, millions of tons of waste are generated, with households contributing the largest share. Without proper management, this waste accumulates in landfills, pollutes soil and water, and increases health risks in residential communities.

The Indonesian government has established a legal framework through Law Number 18 of 2008 on Waste Management, encouraging a paradigm shift from the traditional collect-transport-dispose system toward integrated waste reduction and management. This commitment is further strengthened by Presidential Regulation Number 97 of 2017 on National Policies and Strategies for Household Waste Management, which targets a 30 percent waste reduction and 70 percent waste handling rate by 2025 through the implementation of 3R principles: Reduce, Reuse, and Recycle.

In response to this urgency, Mandiri Daya Insani (MDI) has developed a community-based waste management program using a circular economy approach. Community-Based Waste Bank Empowerment

MDI facilitates the establishment and management of waste banks while providing training on household-level waste segregation for organic and inorganic materials.

Inorganic waste with resale value is collected, recorded, and converted into savings balances for residents. This mechanism creates economic incentives while encouraging behavioral shifts toward more environmentally friendly lifestyles.

Recycling Optimization and Organic Waste Processing

The program includes training on converting inorganic waste into commercially valuable products, creating new income-generating opportunities within communities.

At the same time, organic waste is managed through simple composting methods that can be used for household needs while reducing the volume of waste sent to landfills.

Digitalization and Governance Strengthening

To ensure transparency and operational efficiency, waste bank transactions are recorded digitally.

Residents can monitor their savings balances in real time, while the program team conducts data-based monitoring and evaluation to support the long-term sustainability of the initiative.

Social, Economic, and Environmental Impact

Program implementation has demonstrated measurable contributions across multiple dimensions, including:

Reduced waste volume at the community level
