Objective
The Clean Water Pipeline Program, “Protecting Water for a Resilient Earth,” was initiated to address the clean water crisis in Kampung Salam, Talagasari Village, which has been significantly affected by climate change and seasonal drought.

The program aims to provide sustainable water infrastructure that improves community access to clean water for daily needs such as cooking, washing, and bathing, eliminating the need for residents to travel long distances to water sources.

In addition, this initiative reflects the commitment of PT PLN (Persero) Electricity Maintenance Center to improving environmental health quality and strengthening community resilience against declining groundwater availability in the future.

Challenges

The people of Kampung Salam currently face several critical barriers to accessing clean water.

Climate change impacts
Changes in rainfall patterns and rising temperatures have contributed to recurring seasonal droughts in the Garut Regency area.

Declining water source capacity
Reduced soil absorption has significantly decreased groundwater availability, particularly during the dry season.

Geographical access limitations
Available water sources are located far from residential areas in Kampung Salam.

Physical burden on residents
Community members have had to walk hundreds of meters and take turns collecting water manually to meet daily household needs.

Environmental health risks
Limited access to adequate clean water has negatively affected sanitation and public health conditions at the village level.

Solutions

To address the clean water crisis in Kampung Salam, several technical and strategic interventions were implemented through this program.

Construction of a permanent water reservoir with an approximate capacity of 1,500 liters as the main storage point before water distribution.

Installation of a 2,400-meter HDPE pipeline network consisting of 1,000 meters of 1-inch pipe and 1,400 meters of 1/2-inch pipe.

Development of 12 secondary water storage points distributed across residential areas to ensure more equitable water access.

Installation of pressure control valves to maintain water flow stability and prevent pipeline damage.

Comprehensive functionality testing to ensure leak-free connections and verify that the sanitation system meets operational standards.

Program Impact

The implementation of the Clean Water Pipeline Program has generated meaningful improvements for the local community.

Residents no longer need to walk hundreds of meters to access water, as clean water is now distributed directly to storage points near their homes.

The program has eliminated long queues and reduced the physical burden associated with manually collecting water.

A stable and equitable clean water supply is now available across 3 to 4 villages through the 12 storage points that have been established.

Communities now have stronger infrastructure resilience against seasonal drought and declining groundwater sources.

Access to cleaner water and improved sanitation systems has enhanced the quality of life for residents of Talagasari Village.

The program has also fostered active participation from local residents and community leaders in managing and maintaining the clean water system sustainably.
