Objective
The evaluative Social Return on Investment (SROI) assessment for the Local Potential Development Program in Asinan Village aims to evaluate the existing condition of the CSR program implemented by PT PLN (Persero) UIP2B Jamali, establish appropriate indicators to measure social impact, and calculate the Social Return on Investment ratio as a benchmark for program performance.
In addition, this initiative seeks to identify key success factors and program constraints while providing recommendations for improvement to enhance the effectiveness and sustainability of CSR implementation in Asinan Village, Bawen District, Semarang Regency.
Challenges
During the implementation of the Local Potential Development Program in Asinan Village, PLN UIP2B Jamali encountered several challenges that need to be addressed to optimize program outcomes.
Limited public infrastructure in Asinan Village has constrained the development of tourism potential and the creative economy.
Human resource capacity still requires further strengthening, making skills training and creative economy management essential components of the program.
Coordination among multiple stakeholders, including village government, community groups, and local MSME actors, remains critical to ensure participatory implementation aligned with community needs.
Community-based tourism and creative economy management systems were previously underdeveloped and unstructured, requiring a more systematic and sustainable approach.
Ensuring both economic and environmental sustainability while fostering a sense of ownership and collective responsibility among village residents is also a key challenge.
Solution
Based on the Social Return on Investment analysis, the Local Potential Development Program in Asinan Village generated an SROI value of 0.36, meaning that every IDR 1 invested produces social benefits equivalent to IDR 0.36.
This result indicates that the program’s current social return has not yet reached an optimal level.
To improve program performance, several strategic enhancements are recommended, including increasing implementation accuracy, expanding stakeholder engagement, and developing a more integrated activity management strategy.
Through these improvements, the program is expected to generate more significant and sustainable social impact while strengthening the position of PLN UIP2B Jamali’s CSR initiatives as high-impact and value-driven programs.
